Can someone go to USA for sex selection?

my friend is a canadian citizen. she has 2 girls and now she wants to have a boy. is it possible to have a boy with Pre implantation genetic diagnosis in canada or she should go to USA. if she should go to USA then please tell us locations near to winnipeg manitoba, so that she can go by road and come back same day.
please don't tell me that sex selection is good or bad! she has already decided.
